Can you check the cable with a multitester, or asked someone do it for you?

I got this cable now http://www.cablestogo.com/product/02654/3ft-db25-m-f-serial-rs232-extension-cable . Description says all pins are connected. I STILL cannot connect to the Xplorer cart from the PC. :x

So does changing the CPU clock affect the GPU clock as well?
TriMesh, have you looked into upgrading VRAM to 2MB? It should be feasible, because http://en.wikipedia.org/wiki/Namco_System_11 which is based on straight PS1 hardware had 2MB.

For the JAP pinout diagrams, what is the name of the PDF file and the CD they came from ? Among other things, I am trying to figure out what parts where included in the DTL-H2000 kit.

I found a GS 2.1 at a local pawn shop, but not sure if I can use it for anything.
Can GS 2.1 be used to upload homebrew without the CommsLink ISA card? If not, then what is the issue? Is it a software issue - or truly a hardware problem?
